Award of Executive Recruitment Services for Middlesex County CAO

Council awarded RFP#MC-2025-10 to Waterhouse Executive Search for executive recruitment services for the Middlesex County Chief Administrative Officer (CAO). Waterhouse Executive Search was selected through a competitive, two-stage evaluation process due to their comprehensive methodology, extensive experience recruiting for similar positions in other counties, and competitive pricing. Next steps include an initial meeting with Council, finalizing the recruitment plan and the launch of the recruitment campaign. For more information, see the Award of RFP #MC-2025-10: Executive Recruitment Services report.

Committee Greenlights Natural Asset Valuation and Trail Monitoring Project

The Committee of the Whole approved funding of up to $25,000 from the Working Capital Reserve to support Natural Asset Valuation and Trail Monitoring. This initiative will help quantify the environmental and community value of Middlesex County’s 1,040 hectares of forested land through a Forest Resource Inventory and trail usage data. Results will inform asset management, tourism planning, and the 2025 update of the County’s 20-Year Forest Management Plan. By recognizing the benefits of natural assets, the County is advancing climate-conscious, data-driven planning aligned with its Asset Management Plan and long-term sustainability goals. For more information, see the Natural Asset Valuation & Trail Monitoring to Support Asset Management & Forestry Planning report.

Renewal of Middlesex Accomodation Program Contract

County Council received a funding update on the Homeless Prevention Program (HPP) and approved the renewal of the Middlesex Accommodation Program. The HPP is a provincially-funded program created to support individuals and families with housing and support services who are at risk of, or experiencing homelessness. In collaboration with the Countryside Motel, Middlesex Canadian Mental Health Association Thames Valley Addiction and Mental Health Services (CMHA TVAMHS), Middlesex Community Navigator and Middlesex Social Services, the Middlesex Accommodation Program provides temporary shelter and community supports to individuals when there are no other solutions available. For more information, see the Homeless Prevention Program Funding Update.

Committee support for Ongoing Regional Collaboration

The Committee of the Whole received an update from staff on the April 4, 2025 County/City Liaison Committee (CCLC) meeting, highlighting ongoing collaboration with the City of London on key regional issues. Among the topics was public health funding, where the Committee of the Whole endorsed continued joint advocacy with the City and Middlesex-London Health Unit (MLHU) to address provincial funding challenges. Additionally, the Committee supported a framework for regional infrastructure engagement, emphasizing the protection of rural identity, agricultural land, and local planning authority.  For more information, see the CCLC Summary Report report.

Recommendations made by the Committee of the Whole at the April 22, 2025 meeting will be considered by County Council at its next regular meeting on May 13, 2025. The Legislative Services Department maintains the official record for all County government proceedings.
