On December 12, 2019 the County submitted two applications under the Ontario Ministry of Municipal Affairs and Housing’s Municipal Modernization Program as follows:
- Service Delivery Review: Digital Transformation Top 10
- Service Delivery Review: Payroll as a Service
In anticipation of a dually endorsed Transfer Payment Agreement between the Province of Ontario and the Corporation of the County of Middlesex, the Director of ITS Morgan Calvert and the GM of Finance and Community Services Cindy Howard, initiated a procurement opportunity (request for quotes or RFQ) in compliance with the County’s Purchasing policy. The RFQ was released on February 18, 2020 to three third-party consulting companies and closed on March 2, 2020.
In May 2020, the County of Middlesex contracted Perry Group Consulting Ltd and Optimus SBR to conduct an unbiased, objective third-party review for Digital Transformation Top 10 and Payroll Services for Middlesex County and participating local municipalities with a focus on improving efficiency and effectiveness.
Attached is a Service Delivery Review developed by the Third-Party Reviewer in conjunction with the Director of ITS and the GM of Finance and Community Services for the provision of the Services required to fulfill the County’s Municipal Modernization Program commitment with the Province of Ontario for its Service Delivery Review: Digital Transformation Top 10 project and Payroll as a Service.
The Municipal Modernization Program (MMP) is a great opportunity for small municipalities to invest in the future. The County and the area Municipalities are appreciative of the funding provided by the Ministry of Municipal Affairs and Housing.
