Middlesex County Council Meeting Highlights – May 14, 2026

Housing Stability Action Plan 2026 to 2031

The Committee of the Whole endorsed the London-Middlesex Housing Stability Action Plan 2026-2031. The plan aims to address growing housing instability and homelessness across the region. It responds to rising housing costs, low vacancy rates, and increasing demand for homelessness prevention services which affect both urban and rural communities. 

The HSAP is presented as a single shared document for London and Middlesex County, aligning common priorities while recognizing local differences. Developed through extensive consultation with roughly 500 participants, the plan centers on three focus areas: responding to the housing crisis through prevention and coordinated supports; increasing and preserving housing supply; and strengthening housing supports and system navigation.

Following Council endorsement by both County and the City Council, the plan will be submitted to the province, with a detailed implementation workplan and regular progress updates to follow. Read the full Housing Stability Action Plan (HSAP): 2026-2031 report for more information. 

Rehabilitating the Plover Mills Bridge Over the Thames River

The Committee of the Whole recommended the award of Tender # MC-2026-05 – Plover Mills Bridge Rehabilitation Over the Thames River to Clearwater Structures Inc. of Bowmanville. The County received three bids for the project with Clearwater Structures Inc. submitting the lowest compliant bid. County staff and project engineer Dillon Consulting cited previous successful experience with Clearwater Structures and expressed confidence in the firm’s ability to deliver the project. Dillon Consulting has provided a formal recommendation supporting the award. Construction is expected to begin on or near May 25 and be completed by October 30, 2026. Summer Road Closures in 2026

Staff provided a report outlining anticipated road closures during the 2026 construction season. To facilitate bridge repairs and road construction, several County Road closures will be required during the summer of 2026. Anticipated closures and tentative dates include: 

  • County Road 10 (Calvert Drive) – Taits Road to Sexton Road – Dates to be determined. 
  • County Road 14 (Glendon Drive) – Springwell Road to Troops Road – July 7 to August 28
  • County Road 18 (Parkhill Drive) – McInnis Road to McIntyre Road – Dates to be determined.
  • County Road 45 (Pike Road) – Healy Ave to Metcalfe Street – June 1 to September 15th 
  • County Road 49 (Catherine Street) – Richmond Street to Patricia Ave – June 1 to September 15

Economic Development and Tourism report Q1 2026 results

The Committee of the Whole received the first quarterly performance report under the newly approved Economic Development and Tourism Strategic Plan (2026–2030). Approved by Council in March 2026, the plan focuses on investment attraction, business growth, workforce alignment, site readiness, and tourism development, and marks a shift to outcome-based measurement and reporting. 

During Q1 2026, the county supported more than 800 investment inquiries and advanced major prospects, including a proposed multi-use recreation centre representing an estimated $80‑million capital investment and 300 jobs. Business retention efforts engaged 77 local employers, identified three expansion opportunities, and connected a dozen businesses with senior government supports.

Workforce initiatives included regional partnership meetings, securing nearly $47,000 in funding for the Workforce Navigator initiative and continued growth of the “Work in Middlesex” platform. Tourism marketing generated significant digital engagement, supported local events and leveraged more than $500,000 in project value.
