Middlesex County Adopts 2025 Budget Focused on Essential Services and Strategic Investments

MIDDLESEX COUNTY, March 25, 2025 – Today, County Council passed By-law #7322 to adopt the 2025 Budget of the County of Middlesex which will result in a tax rate increase of 4.1%. The 2025 Budget builds on the previous year’s foundation of fiscal accountability, reaffirming the County’s commitment to investing in and enhancing core services that are vital to our community, while recognizing the growing financial pressures on taxpayers due to provincial and federal policy decisions and geopolitical challenges.

Through the 2025 Budget, Middlesex County is making strategic investments across several areas to improve services and support positive community outcomes. Funding is being allocated to explore the creation of an Economic Development Corporation with the goal of enhancing business growth, including agriculture related business, and attracting investment. Investments are being made in Middlesex-London Paramedic Service (MLPS) that will allow the service to explore innovative deployment models and new community paramedicine programs to improve patient outcomes and reduce reliance on traditional emergency services. A Housing Advocate position is being funded as a pilot to advance housing initiatives across the County and Middlesex County Library is updating its Strategic Plan to prioritize technology and social connection. Infrastructure investments include $13.3 million for road improvements and $7.2 million for bridge and special projects.

A tax rate increase of 4.1% means that for the value of a residential property, taxes will increase by $18 per $100,000 of the value of the property according to its MPAC assessment. Middlesex County has maintained average property tax increases at 3.4% over the past four years, aligning with the average Consumer Price Index (CPI), while effectively managing financial pressures from an 8.1% construction cost index.

QUOTES:

From advancing economic development to enhancing emergency services and infrastructure, we are prioritizing long-term sustainability and strategic investments that will benefit all our residents. As always, we are committed to maintaining one of the lowest upper-tier tax rates in Southwestern Ontario while ensuring that we are prepared to meet the needs of the future."
